Sets mysqli error reporting mode

bool mysqli_report(int $flags

As of PHP 8.1.0, the default setting is MYSQLI_REPORT_ERROR | MYSQLI_REPORT_STRICT
.
Previously, it was MYSQLI_REPORT_OFF
.
