Set up notation declaration handler

true xml_set_notation_decl_handler(XMLParser $parser

A notation declaration is part of the document's DTD and has the
following format:
<!NOTATION <parameter>name</parameter>
{ <parameter>systemId</parameter> | <parameter>publicId</parameter>?>

The XML parser.

If null
or an empty string is passed, the handler is reset to its default state.
If handler
is a callable,
the callable is set as the handler.
If handler

it can be the name of a method of an object set with
xml_set_object.
